A sharp decline in the number of international student visas has many of America’s colleges and universities on edge — and some say the Trump administration’s tough stance on immigration might be partly to blame. The number of F-1 visas issued to foreign students seeking to attend college and other types of academic institutions in the United States decreased by 17% in the year that ended September 30, 2017, according to recent State Department data.
“The current administration’s ‘America First’ mantra is causing [international students] a great deal of anxiety and fear,” said Earl Johnson, vice president of enrollment and student services at the University of Tulsa in Oklahoma. “Also, the cost of college tuition, on average, has gone up 40% in the last 10 years. It’s weighing on them.”
That’s bad news for schools that have large international student populations. Nearly 20% of the University of Tulsa’s 4,400 enrolled students hail from overseas. Johnson said his school has experienced declines in international enrollment for a few years now and it is starting to hurt revenue. The university has even placed a school official in China to recruit more students from overseas.

特に最初の文に知っていると便利な表現が色々隠れていますので、
A sharp decline in the number of international student visas has many of America’s colleges and universities on edge.
統計や、グラフの話で数値の幅、増減や割合を表すのに便利な表現
increase sharply（急激に上がる）, rose/go up slightly（少し上がる）, fall steadily（安定して下がる）, go down rapidly（急激に下がる）, remain constant（変わらない）,等があります。
この場合はsharp decrease, とdecreaseを名詞として使い、「急激な減少」という意味になっています。 （タイトルのsharp drop も同じ「激減」という意味になります。）
the number of と a number of は全く違う意味ですが、区別は出来ていますでしょうか？
the number of ~は「～の数」、a number of ～は「沢山の～」です。
ここに出てくるhaveは使役動詞です！on edge は「いらいらして、神経を尖らせて」という様な意味なので、have ~ on edge でセットで「～をいらいらさせた状態にする」という風に読み取ります。
自然な日本語に訳すと以下の様になりますね：
「留学生（ビザ）の大幅な減少により、多くの米国大学は神経を尖

記事には、Some say ….. で始まる文が沢山出てきます。これはもちろん Some(people) say (that) … と『people』 及び、後に完全な文を持ってこれる接続詞『that』が省略されていると考えましょう。とすると、「数
＜主語＞＋＜be動詞＞to blame という便利な表現は覚えてください。
I am to blame というと、「私が責められるべきだ」と、受け身でないのに受け身のような意味になる、例外的な動詞とも言えます。自然な日本語
