反・グローバル化の動き

新たな年2017年を迎えるに当り、昨年以降世界で、反・グローバライゼーションの動きが広がってきた。そこで、今年のこれらとその原因分析し、今年およびその先の見通していきたいと思います。先ず、英国でのBREXITの動きと原因を分析して、述べていきたいと考えます。なお、英国の国民投票結果の分析は既に、このメルマガ8月号で述べたので省略することにします。

2105年以降、シリアからの難民問題を抱える欧州とメキシコからの不法移民問題を持つ米国等のこれまでのグローバル化の先頭にあった国々がドアを閉める動きとなってきた。即ち、反・グローバル化である。エマニュエル・トッド氏は言う。「グローバリズムの危機」「グローバリズムの終焉」と・・。「実際、何故そうなのか?今後、どうなるのか?」考えてみたい。

After 2105, the countries that were at the forefront of globalization seem to begin movement to close their doors; notably Europe with refugee problems from Syria and the United States with illegal immigration from Mexico. Emmanuel Todd says, “The crisis of globalism,” and “The end of globalism.” “Why is it really so? What will happen in the future?” I would like to think about these questions.

I. UK trends: “Results of referendum held in June in the UK” In the referendum held in the UK on June 23 this year, people voted strongly for “EU withdrawal” (which is called “Brexit” in the mass media), by 53.4% to 46.6%. It was a victory of the Separatist. Although the mass media said that the race was very close before the election, it was not expected that the conservative British people would give victory to the Separatist. People who approved the separation also reportedly said that they “did not expect the Separatist to win, and because they were so shocked by the result that the number of petitioning for re-election exceeded 4 million after the elections.” It is no use crying over spilled milk.

2. True reasons for Anti-Globalization (Brexit) in the U.K. (Doubts about the EU system) are listed below According to the cause analysis on the result of the referendum mentioned above, the following six reasons (problems on the EU) can be cited.

(1) Lack of Democratic system (lack of election)
(2) Complex bureaucracy
(3) Contribution to the EU budget (approx. 10%)
(4) (Over-) Hospitality to EU bureaucrats
(5) Resistance to German-French leadership
(6) Refugee problems (Incapability to regulate)

2.3 Resistance to German-French leadership
In fact, the centripetal force in the EU is often not the European Commission, the European Council or the European Parliament. The
current British Senator Anthony Gidelis points out in his book “shaking Europe” that “There is actual power, besides the conventional EU; it is the existence of EU 2”. As he points out, “the governance of the EU is being implemented through the crossing structure of the following two lines”:
(1) One is decided by the European Commission and the EU Executive Board.
(2) The second is said to be EU 2. EU 2 consists of the following members:
Chancellor Merkel (Germany), President Hollande (France), other leaders (one or two individuals), European Central Bank (ECB) Secretary, and International Monetary Fund (IMF) Secretary. This implies that the EU is being managed by German-French leadership. Moreover, the most important person is Chancellor Merkel, and even if Troika agrees, it’s not regarded as an agreement if Merkel does not agree.
If that is the case, democratic leadership seems absent. However, in order to talk about the reason it will be necessary to consider the
process of establishing the EU leading to today. The first agreement was reached because the German and French leaders have chosen a way to never fight in Europe again.
However, now that 28 countries are participating, it will be necessary to build a more democratic system. However, it does not seem easy to make the EU system more democratic. One suggestion would be to use the United States system like the United States but again it would not be easy.

2.4 EU law prevailing over domestic law
The EU Law is said to take precedence over individual national laws of member countries. Moreover, this rule is very specific and is
criticized as being “more harmful than beneficial”. For example;
(1) The working hours per week should not exceed 48 hours. (Reference) Standard working hours of major Japanese companies are 40 hours a week
(2) In financial transactions, stock trading is taxed. (Same in Japan.) This is to suppress speculative transactions and therefore adopted the ” financial transaction tax” system. In the UK it is tax free.
(3) To control the fishery resources or to effectively use it, it managed fish catches of each country. For this reason, in one fishing port in the UK, some fisheries could not fish enough and were forced to discontinue their business in some cases. As a result, in the referendum, there were a great number of votes in support of withdrawal from the EU.
(4) Other examples:
1) The number of bananas for sale must be 2 or 3 per bunch.
2) It is forbidden to serve olive oil in a small dish in a restaurant.
3) Children under 8 years old are prohibited from inflating balloons.

2.5 Immigration and refugee issues
Since last year, due to the inflow of a large number of refugees from countries like Syria, problems are occurring in various parts of the EU, not only in the UK. Here, we will look at this problem from a historical point of view:
(1) After the 1960s: The UK accepted a large number of workers from former colonials such as India and Caribbean countries.
(2) 1980s: After the collapse of the Berlin Wall, a new flood of immigrants arrived from Eastern Europe. These new immigrants were diligent, willing to work long hours with low wages
(3) In face of these new workers, former colonial workers grew a sense of crisis (anxiety) that “their jobs are deprived”. In the referendum, former colonial workers called for restrictions on Eastern European immigrants and supported “withdrawal”.
(4) In the UK, there is a government managed medical service “National Health Service” (NHS) that can provide medical treatment for all citizens (including refugees) free of charge. However, since a flood of immigrants rush to the service, it is not available to the general citizen.
(5) Education for Immigrants:
Most of the immigrants bring their families with them, so their children pour into public schools. Again, charge-free public schools get full and children are waiting to get in. It is natural for citizens to become frustrated.

I. 英国の動向:「英国で6月に行われた国民投票の結果」について
今年6月23日に英国で行われた国民投票の結果、「EU離脱」(マスコミでは「Brexit」と呼ばれている)が、全英国では分離派53.4%対残留派46.6%として分離派の勝利となった。マスコミでは選挙前から僅差といわれていたが、まさか、保守的な英国民が「分離派が勝つ」とは予想されなかった。分離に賛成した人達も「まさか、分離派が勝つとは思わず、結果に驚き、選挙後、再選挙を陳情する数が400万人を超した。」と報じられていた。後の祭りである。

2.イギリスにおけるAnti-Globalization(脱EU)の真の理由
(EUシステムへの疑問点)を以下に列挙する。先に挙げた国民投票の結果を深く原因分析すると下記の理6つの理由(EUへの問題点)が挙げられる。
(1) 民主主義制度(選挙がない)の欠如
(2) EU予算への拠出(約10%)
(3) EU官僚への厚遇
(4) 独・仏主導への反発
(5) 移民問題(コントロールできないことの問題)

今月は先月掲載の(1)および(2)項に続き、以下の項を述べます。

2.3 独・仏主導への反発
実際に物事をEUで決定されるのは、欧州委員会、欧州理事会、欧州議会以外において求心力が働くことが多い。現・英国上院議員・アンソニー・ギデリス氏著「揺れる欧州」の中で、「従来のEUの他に、実際の権力が存在する。即ち、EU2の存在である。」と指摘する。
彼の指摘の通り、「EUのガバナンスは以下の2つのラインの交差構造を通じて実行されている」と見なされる。
(1)1つは、前記欧州委員会およびEU理事会で意志決定される。
(1) 2つ目はEU2であるとされる。EU2とは、以下のメンバーから成る。
メルケル首相(独)、オランド大統領、他(1,2名)の指導者、欧州中央銀行(ECB)長官、国際通貨基金(IMF)長官で構成される。これの意味する所は、独・仏主導でEUが運営されていることを示している。しかも、最重要人物がメルケル首相であり、トロイカが合意しても、メルケルが了承しなければ合意とならない。事実としてその様であれば、民主的リーダーシップが不在と思われる。ただし、この理由は今日に至るEUの成立過程を省みなければならないであろう。最初に合意に達したのはドイツとフランスの首脳が欧州で二度と戦わない方策として選んだ道のりであるからだ。しかし、現在、28国が参加している以上、もっと民主的なシステムを構築する必要があろう。しかし、このEUを民主主義的に構成を変るとなると容易ではないと思われる。一案として、は米国の様な合衆国制とするのも良いと思われるが・・・。

2.4 国内法よりも優先されるEU法
EU法は加盟国の個別の国内法よりも優先されるとされている。しかも、このルールは細く、「恩恵よりも弊害が大きい」と批判されるほどである。例を挙げれば以下である。
(1) 1週間の労働時間は最大48時間とする。
(参考)日本の大手企業の標準労働時間は週40時間
(2) 金融取引では株の取引に課税される。(日本でも同じ)これは投機的取引きを抑えるためで、「金融取引税」制度を取入れた。英国では無税である。
(3) 漁業資源の保護または効果的に使うため、各国の魚穫量を管理した。このため、英国のある漁港では生?に必要な漁業ができず、廃業となったケースが続々でてきた。この結果、国民投票で、EU離脱の投票が目立った。
(4)その他の例:
1) 販売するババナの一房当たりの本数は2ないし3本とする。
2) レストランで、小皿に入れたオリーブ油を出すことは禁じられる。
3) 8才未満の子供は風船を脹らますことは禁じる。Z

2.5 移民および難民の受け入れ問題
昨年以降、シリア等から多大の難民の流入で英国のみならず、EU各地で問題をおこしている。ここでは歴史を逆上って、この問題を見ることとする。
(1) 1960年代以降:英国は旧植民地のインドやカリブ海諸国から大量の労働者を受け入れた。
(2) 1980年代:ベルリンの壁崩壊後、新たに、東欧から移民が殺到した。これら新移民は勤勉で、低賃金でもまた、長時間労働も厭わず、働いた。
(3) これに対し、旧植民地労働者は「自分等の職が奪われる」との危機感(不安)を抱いた。国民投票で旧植民地労働者は東欧系移民の制限を求め、「離脱」に賛成した。
(4) 英国では、国民全てに対し(含む難民)医療を無料で受けられる国営医療「国民保健サービス」(NHS)があり、利用できる。じかし、移民者が殺到し、一般市民が利用できなくなっている。
(5) 移民者への教育:
移民者の多くは家族を帯同するため、公立学校に子弟が殺到する。ここでも、無料の公立学校は満員となってしまい、待機状態となっている。一般市民はストレスとなるのは当然である。
